Minutes of the Parish Council Meeting held at the Mevagissey Activity Centre

On Thursday 22 January 2015 at 7pm.

Present                   Cllrs. M Facey (Chair), J Daniel, J Whatty, S Hrydziuszka, J Barron, N Florence, J Morgan, A Williams.

In Attendance      Cllr. J Mustoe (CC), Mr John Schuttkacker and associate from Westcountry Land, PJ Howson (Clerk),

6 members of the public.



  1. Apologies received: Cllrs. M Roberts, E Chesterfield, G Shephard, C Robins, J Feeley, PCSO Hemming, PC Dunn.

Cllr. Facey took the Chair and, on behalf of the Council, wished Cllr. Roberts a speedy recovery.

Clerk reported that Cllr. Feeley had resigned from the Council. Cllr. Facey asked the Clerk to forward to her the                 Council’s thanks for her service and good wishes for the future.

  1. Presentation by Westcountry Land of new development proposal for land adjacent to School Hill.

Mr John Schuttkacker passed round photographs and plans showing the outline of their proposed development,                 comprising 5 open market houses and 7 affordable houses, of which 4 would be for rent and 3 for sale; and answered                 Councillors’ questions.

  1. Police Report. Report received for period 15 December to 19 January detailing 3 crimes: 1 assault (in Meadow Street), 1 domestic burglary (the same Penwarne Lane property where 2 burglaries were reported last month) and 1   dog not under control (under investigation).
  1. Points from the Public. None.
  1. Minutes.  Proposed by Cllr. Hrydziuszka, Seconded by Cllr. Whatty, that the Minutes of 18 December be Accepted.                                                                                                                                                                                                 Carried.
  2. Actions from previous meeting:

12/9: Clerk reported that the green waste bin had been removed from the cemetery because of increasing amounts of non-green waste (eg plastic flower pots) being deposited therein, and that the remaining bins would continue to be     emptied to the current schedule.

11/22: Cllr. Mustoe reported that budget had been agreed for signage on Vicarage Hill.

11/24: Cllr. Mustoe is awaiting sight of Cornwall Council’s (CC) land deeds for School Hill to try to establish                 ownership of the bank.

11/16: Cllr. Mustoe reported that Ocean Housing had agreed to include the grassed area adjacent to 32 & 33                 Pentillie in their maintenance schedule as previously. It had been dropped because there had been interest from a    third party in buying it, but that had fallen through.

08/12: Cllr. Mustoe reported that Ocean Housing would be sending somebody to clean up Wesley Court in the next week or so, rather than waiting for the next scheduled maintenance visit.

Cllr. Whatty summarised the recent problem of sewage leaking from a manhole below Shipbuilders Close, running    down Vicarage Hill and across the road. It took South West Water (SWW) 2 weeks and 5 visits to resolve.           Careflow at one point put a camera down and reported that the 4 inch pipe was too small for the number of houses         feeding it. A contractor had also said that the hedge through which the discharge had flowed may now be unstable.            A further problem was caused by water flowing across Vicarage Hill, even though the drains were now flowing   freely, and this made the surface slippery. Water flows beneath the crumbling concrete of the road and emerges           through the cracks. Cllrs. Facey and Whatty will visit the site to investigate prior to instructing the Clerk to write to       SWW for confirmation that the problem was completely resolved, why it took so long, and whether the pipe was big             enough.

8a.          PA14/11342 : Installation of water treatment plant to replace existing septic tank. The Retreat Vicarage Hill                 Mevagissey Cornwall PL26.

Proposed by Cllr. Daniel, Seconded by Cllr. Whatty that Council Supports the Application.                              Carried.


8b.          PA14/12082 : Installation of new shopfront.   West Wharf Mevagissey Cornwall PL26 6UJ

Proposed by Cllr. Whatty, Seconded by Cllr. Daniel that Council is gratified to see a shop of this quality planning to set up in Mevagissey, and Supports the Application.                                                                                                               Carried.


8c.           PA14/12083 : Display of various signs. West Wharf Mevagissey Cornwall PL26 6UJ

Proposed by Cllr. Whatty, Seconded by Cllr. Daniel that Council is gratified to see a shop of this quality planning to set up in Mevagissey, and Supports the Application.                                                                                                               Carried.


8d.          PA14/11337 : Listed Building Consent to replace existing wooden garage door with electric door. 26 Polkirt Hill                 Mevagissey St Austell Cornwall PL26 6UR

Proposed by Cllr. Daniel, Seconded by Cllr. Hrydziuszka that Council Supports the Application.                     Carried.


8e.           PA14/11244 : Listed Building Consent for the removal of Bedroom 3 dormer UPVC window and replacement with a white-painted, wooden, single-glazed window to match the original. The removal of the man-made roof-slate tiles     on part of the roof with natural grey slate tiles to match the original. Proposed by Cllr. Hrydziuszka, Seconded by Cllr. Morgan that Council Supports the Application.                  Carried.


8f.           PA14/11088 : Refurbishment and extension. 29 The Cliff Mevagissey St. Austell PL26 6QT (REVISED PLANS)

Proposed by Cllr. Hrydziuszka, Seconded by Cllr. Daniel that Council maintains its Objection to this proposal. We   note that the screening and glazing included in the previous proposal have now been removed, but it remains that the       proposed extension together with the design of the windows and door would be out of keeping, and the design             proposals as a whole amount to too much inappropriate change within the Conservation Area.                             Carried

(Cllr. Mustoe to call this Application to Committee if recommended for Approval).

8g.           PA14/04363/PREAPP : Pre application advice for demolition of and erection of new dwelling. Tresleigh Polkirt         Hill Mevagissey St Austell Cornwall PL26 6UX

Clerk actioned to respond that Council is unable to see any correlation between the proposal statement and the                 drawings supplied, and hopes that any future full planning application shows greater sensitivity to the site and                 awareness of the surroundings.

Proposed by Cllr. Hrydziuszka, Seconded by Cllr. Morgan that the accounts be accepted and the bills paid.                 Carried.

  1. Devolution – update.   Clerk reported that a contractor had been identified to take on the path cutting under the Local Maintenance Partnership (LMP) and the contract would be signed shortly.
  1. Neighbourhood Plan – update.   Cllr. Shephard had emailed members of the Steering Group regarding the survey questions. Members to feed back directly.
  1. Consideration of quotes received for weed spraying and selection of contractor. Two quotes had been received.

Daniel, Seconded by Cllr.Williams that the contract be awarded to Complete Weed Control.                                                                                                                                                                                                            Carried.

  1. Approval of quotation received from ParcSigns for provision of ‘Hitlers Walk’ sign.

Proposed by Cllr. Daniel, Seconded by Cllr. Barron that the quotation be accepted.                                            Carried.

  1. Enforcement action on dog fouling – Cllr. Roberts. A letter received from a Tregoney Hill resident was read out and noted.
  1. Approval of quotation from Cormac for cutting the grass on the football pitch in 2016.

Proposed by Cllr. Morgan, Seconded by Cllr. Barron that the quotation be accepted.                                         Carried.

  1. Winter gritting of School Hill. Following traffic problems on School Hill during the recent icy weather, it was noted that only A & B roads are included in the gritting schedule. However, the pinch points in the one-way system force large vehicles to enter the village via School Hill, and gritting was therefore required for safety reasons.

Cllr. Mustoe will push to get the road from Tregiskey Crossroads down to the one-way system added to the schedule.

Cllr. Facey asked everybody to keep an eye on levels in the salt bins and notify the Clerk when refilling was required.

  1. Agree procedure for publicising named alternative contact when Clerk on holiday.

Clerk to agree named cover prior to going away and notify all Councillors.

  1. Update on Chacewater Parish Council”s localism initiative.

Cllr. Facey will be attending the Cornwall for Change meeting at Kingsley Village on 11 February.

  1. Invoice received for keeping Valley Road toilets open from July to September.

Cllr. Facey summarised arrangements since 2013 and concluded that the invoice had been sent in error. Clerk had already taken this up with CC and was awaiting their response. Clerk actioned to push for resolution and to clarify arrangements for April-September 2015. Cllrs. Facey and Williams to chase outstanding monies owed for advertising in the toilets.

  1. Response to the Police and Crime Commissioner’s consultation document. No comments.
  1. Response to Cornwall Council’s Car Parking consultation document.

Clerk summarised the proposed changes for Church Street and River Street car parks as follows:

  • all current charges during 9am-6pm to be increased by 10p.
  • the current charges for the periods 6pm-0.30am (£2.00) and 0.30am-9am (free) remain unchanged.

Proposed by Cllr. Hrydziuszka, Seconded by Cllr. Barron that the Clerk responds expressing Council’s disappointment that previous comments appear to have been ignored.                                                       Carried.
