Minutes of the Parish Council Extraordinary Meeting held as a virtual meeting

On Thursday 15 October 2020 at 7pm

Present                 Cllrs. M Roberts (Chairman), M Facey (Vice-Chairman), D Drake, J Gann, H Nathan, J Morgan, L Price, G Shephard, J Whatty.

In Attendance      Cllr. J Mustoe (Ward Member), P Howson (Clerk), 9 members of the public.

  1. Apologies for absence had been received from Cllr. Hereward.
  1. There were no declarations of interest or gifts.
  1. Public participation.

Sarah Vercoe described how she had been obliged to drive at 4.50pm one day recently from Portmellon to the surgery for a medical emergency and in the process had suffered considerable abuse from people in the village centre.  Perhaps people could show a little more understanding if the temporary one-way scheme is reinstated.

Stewart McNeill said that he lives at Penwarne but has a shop in the village centre, so can see the problems from both sides.  Covid restrictions require him to keep his shop door open and if there is a traffic jam his shop fills with fumes,  so he hopes the scheme will be reinstated.

  1. A special motion to reverse the decision taken at the meeting of 8th October 2020 to terminate the temporary one- way scheme on Polkirt Hill had been notified by four Councillors (Cllrs. Shephard, Facey, Drake and Nathan).

It was noted that the Council had received 28 emails on the subject from residents during the past week, with 16  asking for reinstatement of the scheme and 12 asking that the early termination should stand.

The motion was proposed by Cllr. Shephard, Seconded by Cllr. Morgan.

Cllr. Facey proposed as an amendment that reinstatement of the scheme should be delayed until Monday because of the forecast easterlies and to allow sufficient time for the decision to become known.  Seconded by Cllr. Morgan and Carried.  The substantive motion was Carried unanimously.  CC Highways will be asked to reinstate the scheme on Monday 19 October.
