PUBLIC PARTICIPATION

Mr Paddy Case (PC) complained that the green waste collection lorry had deposited a trail of foul-smelling brown fluid throughout the Parish on its round the day before. The clerk said CC Julian German had raised the issue with Cornwall Council’s (CC’s) contractor and a team had come out to pressure wash the roads. After a discussion the clerk was asked to report the matter to CC’s Environmental Health department. Action clerk

PC also complained about overgrown hedges obstructing the pavements at various locations. The clerk was asked to publicise the problem in Roseland Magazine and on the Parish web page and put the PC’s standard letter through the doors of individual addresses involved, although it was acknowledged that many of the properties belonged to absentee owners. MINUTES OF THE PREVIOUS MEETING

The Council unanimously accepted the draft minutes of the Parish Council Meeting held on Tuesday 7th August 2018 as being a true record. JH signed the approved minutes.

REVIEW OF MINUTES OF THE PREVIOUS MEETING – MATTERS ARISING

The clerk reported that he was now holding a stock of seagull-proof sacks for the protection of bin bags. They are available to any resident at £3.00 each.

CORRESPONDENCE RECEIVED

  1. Cornwall Council

Draft press release concerning the recent transfers of the freeholds of Treloan Lane car park and Gerrans playground.The clerk read out the draft, and it was agreed that it contained factual inaccuracies. The clerk was asked to draft a revised version to send in reply. Action clerk

  1. Planning Inspectorate

Notification of appeal decision in respect of PA17/06909 re a proposed new dwelling on the site of a domestic storage building on land adjacent to Chapel House, Well Lane, to which the PC had objected and which CC had refused. The appeal was dismissed and an application for costs refused.

There was no other correspondence which would not be addressed in other items on the agenda.

PLANNING MATTERS

(a) APPLICATIONS

The PC had received 2 new applications. These are outlined below and comments are noted in the Planning Register.

Majority support:

7 support, 2 abstain.

 

PA18/07395 Higher Tregassa Barn, New Road.

Extensions and internal alterations to existing residential barn.

8 object

1 abstain

Non-compliance with RNDP policies LA1 and HO9

Mr Steve Hooper, of CAD Architects, who had spoken in support of PA18/07395, said in his view the PC was showing inconsistency in its decisions, referring to an application supported at the August meeting.

Members also considered a Local Council Protocol Letter from the Planning Officer dealing with the proposed demolition of an existing outbuilding to be replaced by a new build holiday let at Higher Rosevine Farm (PA18/06210, to which the PC objected at August’s meeting). Members agreed (6 in favour, 3 against) to agree to disagree with the Officer’s intention to approve the application, despite the revisions referred to in the letter. Action clerk

RG and RC volunteered to attend. The clerk said he would liaise and arrange bookings. Action clerk

COMMITTEE REPRESENTATIVE REPORTS

– None this month.

LOCALISM

RG reported:

  1. CC plan to replace the new fence at Treloan Lane car park because the one recently erected is substandard. The clerk said he had received no notice of this.

2, A member of the public had complained that there had been no increase in the New Road car parking charges but the precept had been increased.

FINANCIAL MATTERS

CLERK’S REPORT

The clerk reported that all payments submitted for approval were materially within budget, or within forecast and agreed contingency levels where actual figures were unknown at the time of setting the budget.

ACCOUNTS FOR PAYMENT

It was resolved that the outstanding invoices totalling £4,486.79 (including VAT of £62.92) be paid. A schedule of all the payments is available from the clerk.

BANK RECONCILIATION

The reconciled bank balance as at 25th August was £56,780.42.

  1. Minor items for report

RI suggested the recycling bins at Treloan Lane car park might be sited further out from the hedge in order to enable use of both sides of the bins. This was agreed and the clerk said he would contact the relevant contractors. Action clerk

NM observed that the outdoor fitness equipment at Church Close was being well used by all age groups.
