Minutes of the Parish Council Meeting held at the Mevagissey Activity Centre

On Thursday 15 February 2018 at 7pm.

  1. Apologies were received from Cllrs. J Morgan, Julian Barron, Jade Barron, T Barron, H Nathan and J Mustoe (Ward Member).

 

  1. Cllr. Facey declared an interest in agenda item 16 (2018 Off-Street Parking Order).

 

  1. A Police Report was received for the period 18/01/18 – 10/02/18 detailing a total of 7 reported crimes as follows: 3 x criminal damage (to cars, all on the same evening but in separate locations); 1 x        common assault (a domestic          incident); 3 x theft (a boat trailer left in a car park, a wallet from a coat in a restaurant, and a domestic incident).             PCSO Borrott warned that there has been a spate of vehicle break-ins in St Austell and Par, and that the public should          ensure that vehicles are locked and valuables not left on display. PCSO Barrott also said that following further             reductions in strength of the neighbourhood team, the Inspector has ruled that no further crime reports will be sent to         local councils. Crime reports are available online, although these are a month behind.

 

  1. There were no members of the public present to speak.

 

  1. Proposed by Cllr. Daniel, Seconded by Cllr. Shephard that the minutes of the meeting held on 18 January 2017 be accepted.                                                             Carried.

 

  1. The Clerk reported that:.
  • £40 was paid to the Community Action Group for stone chippings for the boat memorial (Minute 2017/10/7 refers);
  • The Clerk to Pentewan Valley Parish Council has agreed to raise this Council’s concerns regarding the Nansladron traffic island at their next meeting on 21 February;
  • This Council’s agreed response to the consultation on proposed changes to electoral division boundaries had been submitted to the Local Government Boundary Commission for England.

 

  1. Cllr. Mustoe, the Ward Member, had sent his apologies and his report was read out, summarised as follows:
  • He has presented his submission on the proposed changes to the Division Boundaries, and thanks Mevagissey, Pentewan Valley and St Goran Parish Councils for making their own representations to the Boundary Commission along the same lines;
  • Resurfacing works in Church Street/Church Lane and Higherwell/Lowerwell Park and re-doing the lines in Kiers Carpark and the Valley Road virtual pavement are all scheduled for the 2018/19 financial year;
  • He raised Cllr. Shephard’s concerns about the Community Network Panel with CC’s Corporate Director responsible for communities and has received a reply;
  • He contacted Police Inspector Gard about several incidents where tyres have been slashed in the village, and patrols have been alerted. Incidents of this kind should always be reported to assist with the direction of limited resources;
  • Cormac have attended the flowerbeds in Cliff Street/Battery Terrace and reinstated them to the maintenance programme;
  • He is continuing to press for the old storage hut at Trewinney Cemetery to be brought into community use.

  • Letter from Cruse Bereavement Care requesting support (agenda item 15);
  • Letter from Cornwall Council detailing the 2018 Off-Street Parking Order and inviting comments (agenda item 16).

 

  1. To consider Planning and Licensing Applications.

 

9a.        PA18/00024 : Replace existing timber windows with upvc double glazed units. 12 The Cliff Mevagissey St Austell Cornwall PL26 6QT.     Proposed by Cllr. Daniel, Seconded by Cllr. Robinson that the Council makes no objection to the proposal, subject to the Conservation Officer’s recommendation.                                Carried.

 

9b.        PA18/00433 : Replacement telecommunications mast and antennas, revised compound and fencing, and associated ancillary development. Communications Station Ntl 13126 Higher Well Park Mevagissey Cornwall

Proposed by Cllr. Whatty, Seconded by Cllr. Shephard that the Council supports the application.             Carried.

 

9c.        The following planning application decisions have been received (included for information only):

 

PA17/05503 : Alterations and extension. The Harbour House, The Cliff.          REFUSED

PA17/11862 : Non material amendment to decision PA14/09387 for relocation of stairs and creation of additional    bedroom. The Annexe, 62 Church Street.                           NOT ACCEPTABLE AS AMENDMENT

PA17/05289 : Submission of details to discharge conditions 3, 4, 5, 7, 8, 10 & 12 wrt decision notice PA15/10218.          Tall Trees (The Hollies), Church Lane.                               CONDITIONS DISCHARGED

PA17/11087 : application for replacement of structural pier at rear of property, plus repairs to cracking. Tea On The Quay, West Wharf.                                                          APPROVED

PA17/11088 : listed building consent for thr above.               APPROVED (conditional on stone facing to pillar).

PA18/00159 : Extension of existing rear dormer with bridge to connect loft floor to raised rear garden and front        terrace with associated remodel. (Resubmission of PA17/08011). The Gables, Trevarth.                     APPROVED

 

9d.        The following planning enforcement case has been notified:

 

EN18/00212 : Alleged dumping of soil. Land NW Of Mordros Portmellon Mevagissey Cornwall

 

9e.        It was noted that planning enforcement case EN17/02073 (Alleged installation of solar panels in a conservation area.            Land S Of 1 Battery Terrace) had been decided. A breach of planning had been confirmed and a planning            application had been requested. The Clerk will monitor progress.

It was noted that the payment for West Wharf hygiene services had been reduced by the value of a credit note           received.

Proposed by Cllr. Facey, Seconded by Cllr. Robinson that the accounts be accepted and the bills paid.      Carried.

 

  1. Cllr. Shephard reported that a public meeting had taken place on 9 February following receipt of the draft report from the Examiner appointed to examine the Neighbourhood Development Plan (NDP), and consequent changes to the Plan had been agreed.   The final report from the Examiner had been published today and the edited Plan will be submitted to Cornwall Council shortly. Proposed by Cllr. Whatty, Seconded by Cllr. Blackmore that the Council formally approves the Plan with the agreed changes.                                                                         Carried.

 

  1. Cllr. Whatty referred to the benefits of providing affordable housing via Community Land Trusts, and several members agreed to attend Cornwall CLT’s seminar at Truro City Hall on 2 March. A further meeting with Gilbert & Goode will be arranged to look at their latest proposals for further affordable housing on Vicarage Hill.

 

  1. The meeting proposed by Cornwall Council to consider the future of the West Wharf public conveniences is yet to be arranged. It was noted that the monthly water charge for that facility was higher than expected and this will be investigated.

 

  1. Cllr. Blackmore provided an update on proposals to improve signage for places of interest within the village, and this is ongoing.

 

  1. Proposed by Cllr. Daniel, Seconded by Cllr. Facey that £200 be donated to Cruse Bereavement Care. Carried.

 

  1. Cllr. Facey withdrew for the duration of this item. Following discussion of Cornwall Council’s 2018 Off-Street Parking Order, it was proposed by Cllr. Florence, Seconded by Cllr. Shephard that current charging arrangements at CC’s car parks in Mevagissey should continue unchanged. (Amendment proposed by Cllr. Whatty, Seconded by Cllr. Blackmore, but Not Carried, that parking should be free from 6pm).                         Carried.

 

  1. The Chairman provided feedback from the St Austell & Mevagissey Community Network Panel (CNP) meeting of 8 February, including the Highway Manager’s agreement that the Safety Inspector would revisit the traffic island at Nansladron. Cllr. Shephard was concerned that the funds previously allocated to Ward Members for highways would now be given to the CNP, resulting in the rural parishes having to compete with St Austell for funds.

 

  1. The meeting ended at 9pm. Date of next meeting: 22nd March 2018.
