Minutes of the Parish Council Meeting held at the Mevagissey Activity Centre

On Thursday 19 March 2015 at 7pm.

  1. Presentation by architect and planning consultant of development proposal for the Tall Trees (‘The Hollies’) site.

Mr Rowett presented the plans which have evolved over time to conform in all respects with the requirements of the local planning authority. The final scheme comprises 12 units with 8 parking spaces. Mr Tomlin explained that the non-viability of any affordable housing element was partly because of the extra cost of renovating the original building, which they had been forbidden from demolishing. Mr Tomlin suggested that 2-3 Councillors might wish to attend the remaining meetings with the planning authority, and this was accepted. Cllrs. Shephard and Facey in particular expressed an interest in attending and Mr Tomlin will confirm details. Meanwhile, Cllr. Mustoe will clarify the agreement over parking with Cornwall Council (CC).

 

  1. Police Report. Report received for period 17 February to 16 March detailing 7 crimes: 2 theft by finding, 1 theft, 1 common assault, 1 assault of a Constable in the execution of his/her duty, 1 assault occasioning Actual Bodily Harm, 1 send false message by public electronic communication. All assaults took place at the same address in Portmellon Park. The 2 thefts by finding are not believed to be related. Everyone is reminded not to leave items outside their homes where they can be seen.

 

  1. Points from the Public. Ms Catherine Kelly spoke on Item 10e, querying the precise location of the proposed log cabin at The Saltings. However, insufficient information was available to establish this.

 

  1. Minutes.  Proposed by Cllr. Hrydziuszka, Seconded by Cllr. Facey that the Minutes of 19 February be Accepted.                                                                                                                                                 Carried.
  2. Actions from previous meeting:

2015/02/13: Clerk had drafted a letter of thanks to the Diocese of Truro and the Chairman had sent it, copied to the Secretary of the PCC.

2014/12/6:     Site meeting arranged for tomorrow morning at Ava House to discuss future development plans with the agent, Ray Morris, to be attended by Cllrs. Shephard (who had asked for the meeting), Roberts and Florence.

 

  1. Ward Member’s report. Cllr. Mustoe reported that the inclusion of School Hill in the gritting schedule would be considered under the forthcoming review, with the outcome known by October; that the Vicarage Hill signage would be installed next month; that he was looking into drainage issues around the harbour; that potholes in the roads are being reported; that the two large wind turbines proposed by CC at Trevascus had now been deemed strategically unviable; and that new white lining at the junction by the old Mini-Market would be done in the next financial year.

Cllr. Roberts reported that contractors had treated 10 yards of the paving in Wesley Court but had not returned to complete the job. Cllr. Mustoe to investigate.

 

  1. Correspondence received.
  • Letter from CC dated 09/03 suggesting commercial concessions as a means of funding public toilets once CC funding has been removed from 01/04/16.                                                                                                Noted.
  • Letter from CC dated 06/03 re. the public consultation       on changes to off street parking charges. confirming that “we have accepted your recommendations and we will hold this year’s tariffs, and extend the charging time through until 10pm, with 10pm to 9am becoming free of charge”.                                                                                   Noted.
  • Letter from Stephen Gilbert MP dated 02/03 re. a query from a constituent about the future of the public toilets. Clerk replied referring to item on the agenda.
  • Email from CC dated 12/03 confirming that the first half of the 2015/16 Parish Precept and Council Tax Support grant will be paid on 7th April.                                                                                                          Noted.
  • Email from Mr Jeremy Roberts dated 18/03 asking that two finger signposts could be repainted, one by the Valley Road toilets, the other by St George’s flats.   The signs were installed by Restormel Borough Council, and now presumably owned by CC. Clerk to progress with CC.

 

  1. Planning.

 

10a.      PA15/01359 : Two storey extension to side elevation of existing Bed and Breakfast and creation of new opening onto           highway. Valley House Valley Road Mevagissey Cornwall PL26 6RZ.

Cllr. Facey expressed an interest in this and the next item and left the room.

Proposed by Cllr. Shephard, Seconded by Cllr. Hrydziuszka that Council Supports the Application.          Carried.

 

10b.      PA15/01689 : Application for Certificate of Lawful Development for an existing use namely continued use of           property as a bed and breakfast business as well as use as main residence. Valley House Valley Road Mevagissey.

Proposed by Cllr. Shephard, Seconded by Cllr. Morgan that Council has no objection.                           Carried.

Cllr. Facey returned to the meeting.

 

10c.      PA15/01977 : Removal of condition 3 in relation to decision notice 88/22/00735/F dated 09/08/1988: To enable the           extension to be used as holiday accommodation. Harbour View Trevarth Mevagissey Cornwall PL26 6RX.

Proposed by Cllr. Facey, Seconded by Cllr. Shephard that Council has no objection subject to a site visit and no objections from neighbours, with Clerk to defer the response accordingly until 31 March.                                   Carried

 

10d.      PA14/04298 : APPEAL AGAINST REFUSAL : Proposed two semi-detached dwellings on land between 33 and 36 Pentillie Way. Open Space Pentillie Mevagissey.   Cllr. Shephard has drafted a representation for the Appeal Inspector. He will allow to the weekend for further comments before submitting.

 

10e.      PA15/00609/PREAPP : Pre-application advice for erection of log cabin for use as a holiday let.

10g.      PA15/00717/PREAPP : Pre-application advice for erection of dwelling. Land North Of 2 Penmeva View.

Clerk to comment that Council would be likely to support this if it included off-street parking for more than one car and there were no objections from neighbours.

 

10h.      EN15/00295 : Alleged breach of multiple conditions relating to Planning Application 07/01571.

The following have all been APPROVED (for information only):

 

10j.       PA14/11244 : Listed Building Consent for the removal of Bedroom 3 dormer UPVC window and replacement with a           white-painted, wooden, single-glazed window to match the original. The removal of the man-made roof-slate tiles on      part of the roof with natural grey slate tiles to match the original. Toshiers Plaice 2A Chapel Street Mevagissey.

 

10k.      PA14/11009 : Replace existing steel balustrade to top room with stainless steel and glass balustrade and to clad top             half of building with marley cedral eternit weatherboard cladding. Tremarne Hotel Polkirt Mevagissey.

 

10l.       PA14/09388 : Listed building application for division of attached cottage from the main property to create separate dwelling, general repair of the property in accordance with the survey and general updating of property. 62 Church Street Mevagissey St. Austell PL26 6SR

 

Clerk reported that Kevin Moseley (CC Planning – Development Management Group Leader) had requested a meeting at 29 The Cliff tomorrow at 11.30am. Cllr. Facey will attend with others.

It was noted that a final invoice for the NP Residents’ Survey was expected imminently, and that this would be paid on receipt. On that basis, Proposed by Cllr. Hrydziuszka, Seconded by Cllr. Florence that the accounts be accepted and the bills paid.                                                                                                                   Carried.

NOTE: the final invoice was received the next day and details have been incorporated into the above summary.

 

  1. Devolution – update. Nothing to report.

 

  1. Neighbourhood Plan – update. Cllr. Shephard presented a summary of the results from the Residents’ Survey. There will be a public meeting at 10:30 on 28 March at the Jubilee Hall, at which the consultant contracted to operate and analyse the survey will speak.

 

  1. Funding for public toilets. Council was reminded that CC funding for the Valley Road toilets ceases at the end of this month, and for the West Wharf toilets at the end of March 2016. To keep Valley Road toilets open for a further 6 months will cost an estimated £9,400 ex-VAT.

Proposed by Cllr. Facey, Seconded by Cllr. Barron that Council will pay up to half of the amount required to keep Valley Road toilets open until the end of September this year in the expectation that the business community will raise the other half.                                                                                                                        Carried.

Clerk to arrange for the Valley Road toilets to remain open beyond the end of this month, with the option to close them before the end of September should sufficient funds not be forthcoming from the business community.

Clerk to keep this item on the next agenda.

 

  1. Provision of playground equipment from S106 funds. Cllr. Facey has facilitated a local focus group of parents who have produced a prioritised list of requirements. Clerk to arrange a local meeting between Cllr. Facey and the Principal Public Space Officer to tour the play areas and agree works and costings. Cllr. Morgan also expressed an interest in attending.

 

  1. Approval of quotation for new gate to the War Memorial. Cllr. Roberts presented a quotation for £226.40, to include galvanising. Proposed by Cllr. Hrydziuszka, Seconded by Cllr. Facey that the quotation be accepted. Carried.

 

  1. Consideration of request from St. Peter’s Church for a Christmas Tableau. Mrs Jenny Keast had requested Council’s approval for the Church to provide a seasonal tableau in the War Memorial garden at Christmas. She had already agreed with the Feast Week Committee that this would not interfere with their Christams Tree.

Proposed by Cllr. Hrydziuszka, Seconded by Cllr. Barron that Council grants permission.                                   Carried.

 

  1. Cessation of Western Greyhound bus services . Clerk reported that Western Greyhound had ceased trading on 13 March. The First 24 service has been extended to cover evenings and Sundays, and the revised timetable is available on the First Group website.

 

  1. Councillor vacancy. There being no other applicants, Mrs Teresa Barron was co-opted to the Council.

 

  1. Clerk to establish whether the town clock is capable of being brought back into service.

 

  1. The meeting ended at 9.35pm.   Date of next meeting : 16 April 2015.
