Minutes of the Parish Council Meeting held at the Mevagissey Activity Centre

On Thursday 22 March 2018 at 7pm.

Present              Cllrs. M Roberts (Chairman), Julian Barron, T Barron, J Blackmore, J Daniel, M Facey, H Nathan, K Robinson, G Shephard, J Whatty.

  1. Apologies were received from Cllrs. J Gann, J Morgan and Jade Barron.

 

  1. Cllr. Blackmore declared an interest in agenda item 17 (request from St Peter’s Church).

Cllr. Robinson declared an interest in agenda item 9c (planning application for Longpoint).

 

  1. D&C Police will no longer provide monthly crime reports. The Clerk will compile monthly reports from next month, although the data available to him will be one clear month in arrears, ie the April report will cover February.

 

  1. Public Participation.
  • Mr Tim Battell spoke on agenda item 9e and urged the Council to maintain its objection to the proposed dwelling on land north of 22 Portmellon Park.
  • Mr Ben Wood of Savills spoke on agenda item 9b regarding their application for open market development on Vicarage Hill. He accepted that the policies of the Neighbourhood Development Plan (NDP), subject to referendum next month, made approval of the scheme unlikely, and asked what the alternatives would be for that site.

 

  1. Proposed by Cllr. Daniel, Seconded by Cllr. Shephard that the minutes of the meeting held on 15 February 2018 be accepted.                                                                         Carried.

 

  1. The Clerk reported that:
  • Pentewan PC discussed this Council’s concerns re. the traffic island on the B3273 at Nansladron and replied that they are not aware of any past incidents but that they would monitor the situation;
  • Cruse Cornwall had thanked the Council for their donation last month;
  • He has written to S W Water querying the high charges at West Wharf PC and awaits their reply;
  • Updates had been provided on planning enforcement case EN17/02073 (alleged installation of solar panels in a conservation area) and on ‘untidy sites’ at Tall Trees Hotel and 11 Polkirt Hill.

 

  1. The Ward Member presented his report, including that:
  • The surface dressing programme for 2018/19 includes Church Street and Higher Well Park;
  • The Community Action Group painted the Valley Road boat memorial and laid new slate chips;
  • Work to repair and stabilise the Cliff Street landslips will take place in June/July and October;
  • He has arranged a harbour clean on 13 April. Meet on Jetty at 11am. Equipment provided;
  • Following Storm Emma he organised a beach clean at Portmellon;
  • He thanked all those volunteers who turned out to help with the snow and storm damage.

 

  1. Correspondence received:
  • Letter from Mevagissey Male Choir requesting support towards their singing bursaries for local schools.
  • Letter from Rev Canon Marion Barrett requesting a donation towards the cost of a memorial bench at St Peter’s Church.
  • Email from Mr Tim Blamey informing the Council that Mr Roderick Prynn was retiring this month from his position as a retained firefighter after completing 41 years serving our community and continuing in the steps of his father and grandfather in a line of family service unbroken since the Second World War.

 

The Council expressed its thanks and appreciation to Mr Prynn for his long service to the community, and for the sacrifices he and his family have made over the years.

 

  1. Planning Applications and Enforcement.

 

9a.        PA18/01573 : Retrospective Listed Building Consent for refurbishment work both internally and externally. The Hoss 1 The Cliff Mevagissey PL26. Proposed by Cllr. Facey, Seconded by Cllr. Daniel that the Council accepts the judgment of the Conservation Officer.                                                                                   Carried.

 

9b.        PA18/01116 : Outline application for the erection of up to four residential dwellings with all matters reserved. Land North West Of 40 Vicarage Hill Vicarage Hill Mevagissey Cornwall PL26 6SZ

Proposed by Cllr. Daniel, Seconded by Cllr. Shephard that the Council objects to this proposal but would look more favourably on an application comprising affordable housing with access via Roberts Close and which addresses the issue of increasing surface water run-off down Vicarage Hill.                                                               Carried.

 

9c.        PA17/12093 : Revised design to dwelling approved under application PA17/00735 dated 29/03/17 (amended plans).   Longpoint Chapel Point Lane Portmellon Mevagissey PL26 6PP          Cllr. Robinson withdrew for this item having declared an interest.        Proposed by Cllr.Daniel, Seconded by Cllr. Blackmore that the Council supports the amended plans.                                                                                                                           Carried.

 

9d.        PA18/02237 : Listed Building Consent for the replacement of rotten sash windows and front door with existing double glazed units replaced with single glazed. 2 Sea View Cottages Portmellon Mevagissey St Austell Cornwall PL26 6PJ

Proposed by Cllr. Daniel, Seconded by Cllr. Julian Barron that the Council supports the application.        Carried.

 

9e.        PA17/11588 : Construction of a detached dwellinghouse and garage. Land North Of 22 Portmellon Park Portmellon Park Mevagissey Cornwall PL26 6XD.   To consider a response to the LPA’s 5-day protocol letter.

Proposed by Cllr. Shephard, Seconded by Cllr. Facey that the Council maintains their objection to this application, believing strongly that their grounds for objection to previous applications for this site still apply.                        Carried.

Accordingly, the Ward Member was asked to call the application in to the Planning Committee.

 

9f.         The following planning application decisions have been received (included for information only):

 

PA17/10472 : Listed building consent for resiting of staircase to upper floor and creation of staircase to lower level   using the existing stairs which will be restored and creation of second bedroom on upper floor (amendments to layout        approved under listed building consent PA14/09388 for the division of attached cottage from main property and       general repair of the property). The Annexe, 62 Church Street.                                             REFUSED

 

PA18/00433 : Replacement telecommunications mast and antennas, revised compound and fencing, and associated   ancillary development. Communications Station Ntl 13126 Higher Well Park.                                   APPROVED

 

PA17/12256 : Replacement doors and guarding. The Sharksfin, Olivers Quay.                          APPROVED

 

PA17/12257 : Listed building consent for above. The Sharksfin, Olivers Quay.                         APPROVED

 

PA17/10964 : Roof conversion including new rear dormer and side rooflight. 10 Church Street.   APPROVED

9h.        PA17/02255 : Proposed Dormer Bungalow on land between 33 and 37 Pentillie Way. Open Space, Pentillie.        It was noted that an appeal against refusal has been made, but that this is currently invalid.

The addition of the costs of operating the pubic conveniences and of the clear-up and repairs at West Wharf             following Storm Emma, not on the agenda, was noted.

Proposed by Cllr. Facey, Seconded by Cllr. T Barron that the accounts be accepted and the bills paid.       Carried.

 

  1. Cllr. Shephard reported that the public referendum on the Mevagissey Neighbourhood Development Plan will be held on Thursday 26 April, with the Jubilee Hall as the sole polling station. The NDP Steering Group will be meeting next week to co-ordinate advance publicity.

 

  1. The Chairman reported that Council representatives met recently with Ocean Housing / Gilbert & Goode and CC Housing to consider the latest proposals for affordable housing development on Vicarage Hill, and the next round of talks was awaited. Cllr. Whatty summarised the existing provision of social housing in the Parish as follows: 69 rented properties, 17 shared-ownership properties and 27 properties for the Over 60s (Du Maurier and Rebecca Courts) – Total 113.

 

  1. Cllr. Facey reported on issues arising from the operation of the public conveniences. The West Wharf block had suffered considerable damage during the night of 1-2 March from ‘Storm Emma’. Mr Gary Farr (GCF) had carried out the clear-up and repairs and the facility was now operationally ready for the seasonal reopening. The Council expressed its thanks to Mr Farr for achieving tbis. We are awaiting confirmation from Cormac that they will repair the low wall in front of the block, but meanwhile GCF is obtaining quotes for this. An insurance claim is in hand. GCF will be providing a soakaway at the Valley Road block when the weather improves.   Meanwhile representatives of he Council and the Harbour Trustees have met with the CC Service Director for Environment to discuss future ideas for maintaining the ongoing viability of the West Wharf facility for the benefit of all parties.

 

  1. Cllr. Blackmore provided an update on the scheme to introduce signage for visitors. She provided two quotes for the work. Proposed by Cllr. Shephard, Seconded by Cllr. Facey that Design Room should be authorised to produce a map design and be invited to present it to the Council. Carried.

 

  1. Proposed by Cllr. Facey, Seconded by Cllr. Whatty that the Council agrees to include the South West Coast Path in the Local Maintenance Partnership agreement for footpath cutting, subject to a contractor being engaged within the allocated contract value.             Carried.

 

  1. The Council considered a request from the Mevagissey Male Choir for support for their provision of singing bursaries for local schools.   Proposed by Cllr. Facey, Seconded by Cllr. Whatty that the Council was unable to provide support for this purpose, but that a direct approach from Mevagissey School for this purpose would be considered on its merits, as would requests from the Choir for direct support. Carried.

 

  1. Proposed by Cllr. Facey, Seconded by Cllr. T Barron that the Council donate £447 to St Peter’s Church towards the cost of a memorial bench.                                                                                     Carried.

 

  1. The Chairman, who is also a Harbour Trustee, described a recent meeting between the Trustees and the Environment Agency (EA) in the wake of Storm Emma, which caused considerable damage to the harbour. The EA has funds available for preventative works to safeguard the fabric of the harbour, and the Trustees intend to apply for such funding. Because the harbour piers provide protection for the village itself, this initiative would benefit from support by the village. The Chairman presented the results of a recent survey to show the extent of existing wear to the piers.

Proposed by Cllr. T Barron, Seconded by Cllr. Facey that the Council send a letter to the Harbour Trustees expressing support for their bid for funding.                                                                                                Carried.
