St Just in Roseland Parish Council Minutes – October 2018

Minutes of the Meeting of St Just in Roseland Parish Council held in the Millennium Rooms,

St Mawes on Monday 1st October 2018. The meeting commenced at 7.00pm.

 

Councillors Present: B Sadler (Chairman), R. Giles A. Chantrill, P. Farmiloe, S Goldsmith, R Hall, P. Salter, P. Teague, C Thornton-Parr, K. Warren and C Williams.

 

Also present: H. Couch (Clerk), S Thompson-Chenoweth (Assistant Clerk), Julian German CC, and 6 members of the public

  2. a) Disclosable Pecuniary Interest – None declared
  3. b) Non-Registerable Interest – Cllrs Farmiloe,Teague,Thornton-Parr and Williams declared an interest in Item 10d St Just and St Mawes Heritage Group. Cllr Hall declared an interest in any item relating to St Mawes Academy.

  1. Open Period – Public Participation

An update was provided from the Community Hub Governor about St Mawes Academy, this was well received and she was thanked for her continued updates.

A resident spoke about Planning Application PA18/08099 raising concerns and requesting the Councils support. This would be discussed under Correspondence.

 

  1. Confirmation of the minutes of the Parish Council Meeting held on Monday 3rd September 2018.

The Council RESOLVED, by a show of hands by those who had attended the said meeting, that the minutes of the 3rd September 2018 meeting be approved, and they were duly signed by the Chairman.

 

Matters Arising: –

  1. Planning Partnership Meeting – The Clerk updated there is a meeting on Tuesday 23rd October at 2pm at the Dolcoath Offices at Camborne that we are welcome to attend, listen and raise issues. Cllrs Warren and Goldsmith agreed to attend.
  2. Carols in the Castle has been confirmed on the 22nd December at 7pm. The Clerk is currently putting the programme together.
  3. Speedwatch – Cllr German reported that he had requested monitoring through Cornwall Council, but this will take a few months to complete. Information was available for Buckeys Lane and Windmill Hill and these have been forwarded to PC James Hosking. Cllr Farmiloe requested that Upper Castle Road is added to the list.

 

Cllr Farmiloe proposed that for the minutes, the village of St Just in Roseland ought to be named St. Just. Seconded by Cllr Teague. The vote was 4 Councillors For, 6 Councillors against and 1 abstention. The decision of the Parish Council was that St Just in Roseland will be used on all future minutes.

Parish Councils need to have their precept in by 31st December 2018. The Budget Engagement for Cornwall Council has started.

Cllr German agreed to contact Cornwall Housing about Pot Holes in Harbour View, seeking a resolution.

  1. Planning

To consider Planning Applications received from Cornwall Council

 

16A – PA18/05443/CENT – Land adj to Green Waters, Freshwater Lane, St Mawes – Construct 2 new detached houses with garages, infrastructure and landscaping on residential development plot, with a detached 1 bed guest pavilion to plot 1 – St Just in Roseland Parish Council strongly objects to this revised application in its current form. We do not feel that there has been any major changes and the previous comments have not been taken into account. We support the views of the AONB and the Tree Officer, as we also raise these issues. The Cornwall Design Guide, Carrick Design Guide, Local Plan Policy and Roseland Neighbourhood Development Plan all appear to have been ignored by the developer. The application does not reflect the Roseland Neighbourhood Development Plan (RNDP) CV1(I) “it does not contribute to and enhance the character of the village” GP2 (iii) “integrating with existing properties in terms of form, scale, building details and local features” – The proposed glazing is an example of excessiveness. The building does not reflect and retain the spacious character of the site and its verdant qualities. The positioning of the houses. The concept of the terracing. It should have a reduction in the width boundaries and allow sufficient retained space to ensure the essential replacement tree planting can be undertaken as agreed in PA16/04151. As mentioned by the Tree Officer we are also concerned with regard to the planting schemes suggested. Are the planting schemes feasible ? The architects impression appears to be misleading and conditions would need to be placed to ensure that these were adhered to. Consideration needs to be given to reducing the dwelling footprints to retain key elements of the sites character. Since the pre-app advice was given the size of the plot has actually increased and not decreased. The change of character from the water and road will be immense and we feel that this is a concern.

 

19 – PA18/06187 (Revised)- Land South Of Commererrns Farm Commerrans St Just In Roseland – Conversion of redundant barn to residential dwelling. – St Just in Roseland Parish Council cannot support this application in its current form. We are mindful of the comments made by the AONB officer. We feel that there are contradictions in policy between Local Cornwall Plan (Policy 7 – Housing in the Countryside) and our Roseland Neighbourhood Development Plan (H03 – Re-use of Redundant Barns). We wish we had an option to support with an agriculture tie but feel that the policies do not allow for this.

 

27 – PA18/07659 – Public Conveniences, The Square St Mawes TR2 5DJ – Installation of ATM Cash machine into existing elevation, relocate existing ladies toilet entrance to side and block up aperture. Install a new disability ramp for easier access and x2 new steps for access to toilet and ATM secure room – St Just in Roseland Parish Council fully supports this application.

 

28 – PA18/08040 – Cobblestones Upper Castle Road St Mawes TR2 5BZ – Proposed raised terrace and replace balcony guarding with frameless glazed type – St Just in Roseland Parish Council has no objections to this application.

 

29 – Land adj to 35 Lower Castle Road, St Mawes, TR2 5DR – Removal of Magnolia, removal of Bay tree, removal of Variegated Holly tree and removal of deadwood and ivy on Eucalyptus tree – St Just in Roseland Parish Council raises an objection to this application as we are reluctant to remove any trees unless they are dead, diseased or there are visible signs of dying.

 

30 – PA18/07974 – 4 Kings Road, St Mawes, TR2 5DH – Rear extension, repairs and alterations – St Just in Roseland Parish Council cannot support this application in its current form. We feel that inaccurate plans have been provided as the roof pitch is incorrect and an existing window is not displayed. We appreciate the need for modernising but feel this is an overdevelopment of the property and will not be in keeping with other properties.

The Clerk was asked to forward to all Councillors the conditions of the application if agreed by Cornwall Council.

 

31 – PA18/07975 – 4 Kings Road, St Mawes, TR2 5DH – Listed Building consent for rear extension, repairs and alterations – St Just in Roseland Parish Council cannot support this application in its current form. We feel that inaccurate plans have been provided as the roof pitch is incorrect and an existing window is not displayed. We appreciate the need for modernising but feel this is an overdevelopment of the property and will not be in keeping with other properties.

 

32 – PA18/06601 – Land at Penperth Cottage, St Just in Roseland, TR2 5JH – Continued use of land as outdoor adventure centre with retention of associated buildings and structures –

 

33 – PA18/07780 – Palm Cottage, 23 Lower Castle Road, St Mawes TR2 5DR – Proposed refurbishment and extension to existing summerhouse – St Just in Roseland Parish Council have inspected the plans and do not raise any objections.

 

34 – PA18/08257 – White Lodge, 12 Pedn Moran, St Mawes TR2 5BA – Proposed extension of terrace to main house, new boundary wall, greenhouse, swimming pool and summerhouse. St Just in Roseland Parish Council has inspected the plans and raise no objections.

 

35 – PA18/08717 Shoal Cottage, 7 Chapel Terrace, St Mawes – Proposed rear extension and associated works and internal alterations

 

36 – PA18/08935 – Haefen House, 1 Carrick Way, St Mawes – Application to reduce height of 5 Elm trees, along road, by 20ft and to cut back overhang into road

24 – PA18/07069 – 7 Bohella Road, St Mawes – Rear garden chalet to be used as an additional bedroom.

In connection to application PA18/07069, I have forwarded your comments to my Councillors and wish to raise the following points:-

  • We appreciate that there has been a change to the glazing on the east elevation, but the revised plan has not been put onto the website, so clarification is sought that this is the plan that will be approved. It does still appear to fail our Roseland Plan, which adopted the Carrick Design guide, section BD4.
  • We are concerned that there is still a flat roof, which is out of keeping and does not in our view, make it appear as a typical domestic structure. It also goes against BD11 of the Carrick Design Guide. We feel that this could be used as a terrace but we are aware that this is not a valid planning reason for refusing.
  • You mention that there is existing foliage, please could we have reassurance that this will be set as an enforceable condition so that it remains in place.

It was agreed to accept quote from Top Notch to supply and fit 4 Notice Boards in the parish for £1505.00 plus vat. Cllr. Williams proposed. Seconded by Cllr. Goldsmith. All in favour by a show of hands. RESOLVED by the Council.

 

It was agreed to accept quote from Simon Cundy for the specialist work on the 4 Heritage Signs in the parish for £1240.00. Cllr. Goldsmith proposed. Seconded by Cllr. Chantrill. All in favour by a show of hands. RESOLVED by the Council.

 

It was agreed to accept quote from Wybone for the Refurbishment of 6 Bins in the parish, including adding Bird Flaps on each bin for £1469.94, with the Clerk negotiating a reduced price for delivery.Cllr. Salter proposed. Seconded by Cllr. Goldsmith. All in favour by a show of hands. RESOLVED by the Council.

 

It was agreed for the Clerk to arrange the Road Sweeper for a day in the parish. The agreed rates are £35 per hour for a minimum of 4 hours hire.

 

It was agreed to accept quote from CR Plumbing to install a new cistern flush in the gents urinal in St Mawes for £170.00. Cllr. Salter proposed. Seconded by Cllr. Hall. All in favour by a show of hands. RESOLVED by the Council.

 

It was agreed for the Clerk to organise the Wreath for the Remembrance Day as per previous years. Cllr. Salter proposed. Seconded by Cllr. Giles. All in favour by a show of hands. RESOLVED by the Council.

 

IT Infrastructure

It was agreed that a working party would be set up to look at the IT Infrastructure for the whole of the Parish Council. It would consist of Cllrs Chantrill, Hall and Cllr Sadler (Chair) plus the Clerk. A proposal will be brought back to the next meeting.

 

To consider any grant applications received

 

Cllrs Farmiloe, Teague, Thornton-Parr and Williams declared an interest as they sat on the committee,

 

One application has been received from St Just and St Mawes Heritage requesting a £100 donation to go towards refreshments and free hire of the Millennium Rooms for a 5-day exhibition.

 

Cllr Hall proposed that the parish council approves the grant application of a £100.00 and for free use of the Millennium Rooms to be permitted. Seconded by Cllr Salter. All in favour by a show of hands. RESOLVED by the Council.

 

Barclays ATM Agreement

Cllr Sadler proposed that the Parish Council signs the legal documents that have been received subject to the original agreement being checked. Seconded by Cllr Giles. All in favour by a show of hands. RESOLVED by the Council.

 

  1. Car Parks

The report from the Car Park Sub Committee has been circulated.

 

Cllr Giles proposed to accept the quotation from D.A Giles for works at St Just Lane Car Park at the cost of £10,148.38 plus VAT. Seconded by Cllr Farmiloe. All in favour by a show of hands. RESOLVED by the Council.

 

To consider any issues in our parish

The Clerk has received confirmation that we have deceased trees in the Car Park and Recreational Ground that would need removing. The Clerk was asked to obtain a quote of the work required.

 

  1. Personnel

The report from the Personnel Sub Committee has been circulated.

  1. Highways Issues

It was reported that there is a collapsed wall by Trevennel Farm on Windmill Hill. The Clerk was asked to write to the owners and Cornwall Council.

 

It was reported that there are a lot of worn away yellow and white lines throughout St Mawes. The Clerk was asked to report and chase.

 

It was requested to paint a No Entry sign going down Buckeys Lane from Pedn Moran, as there have been a few near misses recently.

 

  1. WW1 Commemorations

 

St Mawes Memorial Tree – Conrad Birnie is supplying and planting the tree free of charge

 

St Just in Roseland Memorial Tree – A Beech tree has been removed and is to be replaced with a fig tree. Clerk to discuss with Revd Folkes about sourcing this with the Council willing to pay.

 

The Clerk was asked to organise two plaques with the agreement of wording by the Chair.

 

Beacon – Cllr Teague to organise the Beacon for about 7pm on the 11th November to be in line with other national commemorations.

 

Tommy Statue – Cllr Chantrill proposed to reply confirming that the Parish Council would agree to a Tommy Statue being placed in the coppice by Summers Beach. Seconded by Cllr. Williams. All in favour by a show of hands. RESOLVED by the Council.

 

  1. Community Emergency Plan

The Clerk and the Assistant Clerk have a meeting on Monday 15th October with Cornwall Council to discuss starting the Community Emergency Plan.

 

Cllr Sadler proposed for St Just in Roseland Parish Council to make a start on the Community Emergency Plan and to apply for initial funding from Cornwall Council. Seconded by Cllr. Giles. All in favour by a show of hands. RESOLVED by the Council.
