Minutes of the Parish Council Meeting held at the Mevagissey Activity Centre

On Thursday 22 November 2018 at 7pm.

Present              Cllrs. M Roberts (Chairman), J Blackmore, J Daniel, M Facey, J Gann, J Morgan, G Shephard, J Whatty.

In Attendance      Cllr. J Mustoe (Ward Member, arrived 8.30pm), P Howson (Clerk), 11 members of the public.

1a.        Apologies were received from Cllrs. Florence, T Barron and Robinson. Cllr. Mustoe will be arriving late.

 

1b.        The Chairman announced that Cllr. Julian Barron had resigned from the Council on 11 November.

 

  1. Cllr. Blackmore declared an interest in agenda item 8e (Nikaria) and Cllr. Shephard in agenda item 8b (St Michaels).

 

  1. Cllr. Morgan, who works for the Cornwall Rural Community Charity (CRCC), gave a presentation on the Warm & Well Cornwall programme and took questions from members and the public.

 

  1. Public participation.

Mary Crawshaw, Jane Barron and Susan Cannone all spoke to object to the planning application at agenda item 8a (land east of Seaforth).

Sarah Vercoe, Roger Overell, Roy Purlan and Peter Hingley all spoke to object to the planning application at agenda            item 8c (Park Cottage).

 

  1. Proposed by Cllr. Gann, Seconded by Cllr. Shephard that the minutes of the meeting held on 18 October be accepted.                                                             Carried.

 

6a.        The Clerk reported that:

  • The police website shows 15 crimes reported in September as follows: 5 x violence and sexual offences (under investigation in Valley Road recreation area, Mount Street and The Cliff; and unable to prosecute suspect in Leatfield and Fore Street); 4 x other theft (under investigation in Vicarage Hill, Cliff Street and West Wharf, and unable to prosecute suspect in River Street car park); 2 x anti-social behaviour (in harbour parking area and School Hill); 2 x criminal damage and arson (investigations complete but no suspects identified in Lavorrick Orchards); 1 x burglary (unable to prosecute suspect in Fore Street); 1 x public order (under investigation in River Street car park);
  • The Christmas crib will be installed in the war memorial garden as in previous years;
  • A letter was received from Cornwall Hospice Care thanking the Council for their recent donation;
  • Gilbert & Goode’s expected planning application for the site at the top of Vicarage Hill was validated by the LPA too late for this meeting, and Jo Harley (G&G) will now attend the December meeting to present the plans.

 

Cllr. Shephard expressed concern that the number of reported crimes appears to be increasing each month.

 

  1. The Ward Member arrived too late to present his report, including that:
  • Road repairs take place this week on Church St/Church Lane and Higher Well Park;
  • Thanks to harbour staff and volunteers for the Harbour Clean at the end of October;
  • This Saturday he is tidying and painting Catchpole’s shelter on Battery Park;
  • He arranged for a bollard to be installed at Wesley Court to protect Alistair Shaw’s:
  • He is arranging for the repair and handover to the Feast Week Committee of the shed at Trewinney Cemetery;
  • He has requested that the space at the end of Battery Terrace be re-designated as public gardens so that it is maintained as such;
  • Final proposals for new CC division boundaries are expected early December;
  • He is bringing forward a motion to encourage Cornwall Council to go paperless;
  • He thanked everyone involved in the Remembrance Day activities.

  1. To consider Planning Applications.

 

8a.        PA18/06484 : Demolition of existing flat roof garage and construction of four bedroom dwelling (revised plans).     Land East Of Seaforth Trevarth Mevagissey Cornwall. Proposed by Cllr. Daniel, Seconded by Cllr. Shephard that     the Council objects unanimously to the application because it is ‘unneighbourly’. It would be overdevelopment of the site and would cause a loss of amenity for the residents of Hill Top House.                    Carried unanimously.

 

 

8b.        PA18/09605 : Replacement of existing car port with enclosed utility room. St Michaels School Hill Mevagissey St            Austell Cornwall PL26 6TJ. Cllr. Shephard, having declared an interest, withdrew for this item. Proposed by Cllr.            Facey, Seconded by Cllr. Daniel that the Council has no objection to the application.                 Carried.

 

8c.        PA18/06586 : Outline application with some matters reserved for erection of one detached house. Park Cottage       Portmellon Mevagissey PL26 6PL.            Proposed by Cllr. Facey, Seconded by Cllr. Daniel that the Council would not        support any development in this location because it would result in irrevocable harm to the character of this historic setting.                                                                                                                         Carried unanimously.

 

8d.        PA18/09823 : Proposal for a replacement low-energy architect designed dwelling (decision PA17/11678) with         variation of condition 6 to allow change of external wall finish. Former Seapoint House Hotel Battery Terrace            Mevagissey PL26 6QS. Proposed by Cllr. Shephard, Seconded by Cllr. Facey that the Council made it clear from the             beginning that this site should feature a standalone building, designed on its own merits and without any requirement          to ‘blend in’ with the existing terrace (which in any case is not uniformly white). The Council approved of the            original choice of textured cream brick and sees this proposed change of finish as a retreat, to which the Council             objects.                                                                                                                          Carried.

 

8e.        PA18/10377 : Subdivision of existing site and the construction of a highly sustainable 2 bedroom dwelling. Land South Of Nikaria Cliff Street Mevagissey Cornwall PL26 6QW.

Cllr. Blackmore, having declared an interest, withdrew for this item.

Proposed by Cllr. Shephard, Seconded by Cllr. Gann that the Council objects to this insensitive overdevelopment of a         garden site which is totally out of keeping with the surrounding properties.                             Carried.

 

8f.         The following planning decisions have been received (included for information only):

 

PA18/05148 : Alterations including extensions and replacement garage. Chapel Point House.       APPROVED

PA18/05149 : Listed Building Consent. Chapel Point House.                                                            APPROVED

PA18/08553 : Terrace of three houses and a detached house. Land Adjacent 38 Kiln Close           APPROVED

(with conditions incl. principal home restriction, CTMP, permitted development rights restrictions).

PA18/04895 : Proposed rear decked balcony and associated works. Mevagissey Bay Hotel.         REFUSED

 

8g.        Cllr. Roberts briefed the Council on forthcoming proposed changes to the planning process which had been discussed           at the last meeting of the Planning Partnership.

The addition of the internal audit cost, not on the agenda, was noted.

Proposed by Cllr. Shephard, Seconded by Cllr. Morgan that the accounts be accepted and bills paid.         Carried.

 

  1. The mid-year financial statement and the draft budget for 2019/20 were put before the Council and, following the addition of £1,000 to this year’s forecast spend (to progress the Community Land Trust) and the addition of £5,000 to      this year’s income (to be received from the Mevagissey Bay Association towards the public toilet operating costs), it             was proposed by Cllr. Shephard, Seconded by Cllr. Facey that the draft budget for 2019/20 be approved.    Carried.

 

  1. Proposed by Cllr. Facey, Seconded by Cllr. Shephard that to maintain current reserves and ensure future-proofing against the cost of future devolved services the Precept for 2019/20 should be set at £75,000.              Carried.

 

  1. Cllr. Gann gave an update on progress to establishing a Community Land Trust. Prior to consideration at the next meeting of Gilbert & Goode’s planning application on Vicarage Hill, it was proposed by Cllr. Facey, Seconded by Cllr. Shephard that a further approach to them should be made to ask for previously requested financial and statistical information.                                                                                                                         Carried.

 

  1. Cllr. Facey gave an update on the operation of the public toilets. This year’s programme of improvements to West Wharf PC has completed, and just the disabled facility there will remain open throughout the winter months. A contribution towards costs from the Mevagissey Bay Association is expected shortly. The Council expressed its thanks to Gary Farr for his conscientious attitude and ongoing commitment to maintaining a high level of service at West Wharf and Valley Road PCs, often against considerable odds.

 

  1. Cllr. Mustoe reported that the Kings Arms had offered to host a ‘#2minutelitterpick’ board and get rid of the collected rubbish, and that he would fund half of the cost from his community chest if the Council would fund the other half. Proposed by Cllr. Facey, Seconded by Cllr. Shephard that the Council agreed to this.             Carried.

 

  1. Proposal to provide a defibrillator at an outside location accessible 24/7 (deferred from last meeting). Cllr.Morgan will progress this and will update Cllr. Roberts prior to the next meeting.

 

  1. Cllr. Blackmore reported that the Parochial Church Council (PCC) had agreed in principle to a memorial to mark the mass graves of the 1849 cholera victims and awaited the detailed proposal and funding arrangements. She will ask Jeremy Roberts to provide a detailed and costed proposal.

 

  1. Proposed by Cllr. Daniel, Seconded by Cllr. Morgan that a donation of £200 be made to Cruse Bereavement Care, but that payment should be withheld until February 2019.                                                                         Carried.

 

  1. Proposed by Cllr. Shephard, Seconded by Cllr. Morgan that a grant of £250 for the replacement and updating of equipment be made to Mevagissey Juniors (formerly Mevagissey Youth Club).                                     Carried.

 

  1. Proposed by Cllr. Facey, Seconded by Cllr. Whatty that a donation of £60 be made to the Royal British Legion Poppy Appeal (to be added to the cost of the wreath provided for the Remembrance Day service). Carried.

 

  1. Following a proposal by the Highways Manager to remove the car park indicator sign from the Valley Road on the grounds that it is too complicated and does not conform to current standards, it was agreed that, because the original need for such a sign still exists, the Highways Manager should be invited to design a replacement which meets that need and satisfies her concerns, and that this should replace the current sign.

 

  1. Phil Simpson of Portmellon Park was co-opted to fill the casual vacancy created by the resignation from the Council of Jade Barron.
