Minutes of the Parish Council Meeting held at the Mevagissey Activity Centre
On Thursday 20 July 2017 at 7pm.
Present Cllrs. M Roberts (Chairman), Jade Barron, J Blackmore, M Facey, J Morgan, K Robinson, G Shephard, D Speed, J Whatty.
In Attendance Cllr. J Mustoe (Cornwall Council [CC] Ward Member), P Howson (Clerk). .

- Apologies were received from Cllrs. J Daniel, Julian Barron, T Barron and N Florence.
- Cllr. Barron declared an interest in agenda item 23.
- It was noted that no Police Report had been received for the period.
- There were no members of the public present.
- Proposed by Cllr. Speed, Seconded by Cllr. Barron that the minutes of the meeting held on 15 June be accepted. Carried.
- The Clerk reported that:
- The Tenancy at Will for West Wharf public toilets was signed and in place with effect from 20/06/17;
- The business bank account has been replaced with a ‘Community Account’ to avoid future bank charges;
- The damage to the Polstreath Beach steps, caused by vandalism, is being repaired by the CC Countryside Access Team. They have replaced the handrails, the kickboards will be replaced shortly, and they will also replace the steps and regrade the surface on the section between the coast path and the flight of steps;
- The school have invited members of the Council to attend their Summer Community Tea Party at 2pm on Friday 21st June (tomorrow);
- The presentation by Gilbert & Goode originally scheduled for this meeting has been postponed to next month;
- ‘Untidy sites’ update: Tall Trees – still awaiting decision by CC on discharge of pre-commencement conditions; 11 Polkirt Hill – The owner has appointed a local tradesperson and he will be submitting a planning application with the mortar specifications etc. He is also making an application to erect scaffolding so that exterior works can start;
- The Ward Member reported that:
- He has ensured that Mevagissey Division gets prioritised for regular council services such as verge cutting;
- Cutting was completed on the verges on the B3273 and various sites around the village ahead of Feast Week;
- The Community Action Group cleared the area on Valley Road ahead of Feast Week and he would like to thank all the volunteers involved;
- He has met with Sector Inspector Ed Gard to discuss the operational challenges faced by our local police, in particular the decision to redeploy several Police Community Support Officers, including the one that covers the Mevagissey division, during the summer months. Inspector Gard confirmed that his neighbourhood beat officers are back up to full capacity;
- He nominated our road sweeper, Mark Groom, for Biffa National Employee of the Month and was pleased to see him get the award;
- Having raised allegations of breaches of the conditions of the Construction Traffic Management Plan for the School Hill development, planning enforcement case EN17/00972 was set up. Following receipt of photographic evidence of deliveries being made outside of the agreed hours, a breach of condition notice will now be served;
- He met with council officers and the cabinet member responsible for waste and recycling and will be meeting them again in August in company with Cllr. Nathan to progress her ideas for piloting public recycling schemes in Mevagissey.
- Correspondence was received from:
- Martyn Alvey of Cornwall Community Flood Forum, together with membership application form;
- St Peter’s Churchwarden thanking the Council for their grant to cover the cost of a disabled access ramp;
- Mevagissey Male Choir thanking the Council for their support;
- Little Nippers thanking the Council for their support.

Proposed by Cllr. Shephard, Seconded by Cllr. Whatty that the Council has no objection. Carried.
9b. PA17/05566 : Proposed extension and associated works including patio and parking area. Fair View Trevarth Mevagissey PL26 6RX
Proposed by Cllr. Shephard, Seconded by Cllr. Morgan that the Council recommends approval. Carried.
9c. PA17/05503 : Alterations and extension to form living space and utility room. The Harbour House The Cliff Mevagissey Cornwall. Proposed by Cllr. Shephard, Seconded by Cllr. Facey that the Council objects to the proposal on grounds of conservation and aesthetics, but would be prepared to defer to the recommendations of the Conservation Officer and the Design Panel. Carried.
9d. PA17/06020 : Proposed demolition of garage and construction of extension. Tanglewood Leatfield Mevagissey PL26 6SB
Proposed by Cllr. Shephard, Seconded by Cllr. Facey that the Council has no objection. Carried.

Proposed by Cllr. Robinson, Seconded by Cllr. Shephard that the accounts be accepted and the bills paid. Carried.
- Proposed by Cllr. Shephard, Seconded by Cllr. Morgan that the revised bank mandate to include the Clerk as a signatory be approved. Carried.
- Proposed by Cllr. Shephard, Seconded by Cllr. Morgan that Paragraph 6.4 of the Financial Regulations be amended to show that cheques or orders for payment drawn on the bank account shall be signed by the Clerk and two members of council. Carried.
- Proposed by Cllr. Shephard, Seconded by Cllr. Morgan that Paragraph 6.10 of the Financial Regulations be amended to read ‘The Clerk shall, where possible, make payments by internet banking transfer provided evidence is retained showing which members approved the payment.’. Carried.
- Cllr. Shephard reported that there was no change to the status of the Neighbourhood Development Plan.
- Cllr Facey reported that there was a requirement for secure waste disposal at the West Wharf public toilets, and that he will produce a proposal for the August meeting. There was an ongoing problem with the door to the Ladies being wedged open by persons unknown to permit entry without payment. Cllr. Whatty thanked Cllr. Facey for his ongoing work in ensuring the smooth operation of the public toilets, and Cllr. Mustoe thanked Mr Gary Farr for taking such evident pride in his work and always being prepared to go the extra mile when required.
- The Chairman reported that a response from Lloyds Bank was still awaited.
- The Chairman reported that there would be an update at the August meeting regarding the Merchant Navy Day ceremony, for which the Harbour Trustees were procuring a flag.
- The Council decided not to respond to CC’s consultation on the 2017 Off-Street Parking Consolidation Order.
- The Council decided not to respond directly to the questions asked by the Local Government Boundary Commission in their consultation on the Electoral Review of Cornwall, but to make clear the Council’s view that existing parish boundaries should be preserved, regardless of any other changes.
- The Council considered CC’s Planning Pre-Application Community Engagement (PACE) process and how it fits with the Cornwall Pre-Application Protocol for Local Councils, and the Chairman will feed back the points made to the next meeting of the Planning Partnership on 17 August.
- Following reports that the seasonal dog ban sign provided by CC for display at the Portmellon slipway is too small for purpose, it was Proposed by Cllr. Facey, Seconded by Cllr. Shephard that a larger sign be procured. Carried.
- Cllr. Facey reported that a further three Road Closed signs would be required for the 2018 Feast Week, and Cllr. Mustoe undertook to procure these from his Community Chest budget.
- Cllr. Shephard led a review of the prices of the affordable housing units on School Hill. Cllr. Barron left the meeting at this point. Having received pricing information from Devon and Cornwall Housing Association, it was now clear that the original pricing information provided by the developers and the applicants was entirely without foundation, and not only had the Parish Council, Cornwall Council and the Appeal Inspector been misled, but also those local people who had been persuaded to support the planning application on the basis of that information. The Clerk was instructed to write strong letters of protest to all parties.
