Minutes of the Parish Council Meeting held at the Mevagissey Activity Centre
On Thursday 21 March 2019 at 7pm.

- Apologies were received from Cllrs. K Robinson, N Florence, J Daniel, H Nathan and T Barron.
- There were no Declarations of Interest or Gifts.
- Public participation. All speakers referred to agenda item 15 (Traffic Regulation Order consultation) as it applied to Portmellon Park. Penny Gange said the only problems arose from parking on both sides of the road by the junction with the coast road, and possibly on the blind bend further up. Nigel Field said that the proposed scheme would only move the problem elsewhere and would increase traffic on the slipway. Rupert Meese highlighted the impact on holiday cottages at the cove. Tristan Netherton spoke on the impact this would have on the rowing club, which already suffers from limited parking, especially when hosting the competition circuit. Martin Walton asked for an explanation of why this proposal had been made, which the Chairman provided.
4a. Proposed by Cllr. Facey, Seconded by Cllr. Shephard that agenda item 15 (to consider a response to the traffic scheme consultation) be brought forward. Carried.
4b. Proposed by Cllr. Facey, Seconded by Cllr. Shephard that the School Hill part of the proposed TRO should revert to the previously agreed scheme, ie double yellow lines (DYL) on both sides of the road from the junction with Lavorrick Orchards up to the school playing field. Carried.
4c. Proposed by Cllr. Simpson, Seconded by Cllr. Shephard that the Portmellon Park part of the proposed TRO should revert to the originally proposed scheme (ie DYL on the north side only of Portmellon Park from the junction with the coast road up to no. 141), plus both sides of the road around the blind bend, from the boundary between nos. 131 and 133 up to and including the first junction. Carried.
4d. Proposed by Cllr. Fscey, Seconded by Cllr.Whatty that the Bodrugan Hill part of the proposed TRO should remain as currently proposed. Carried.
4e. Proposed by Cllr. Facey, Seconded by Cllr. Gann that the River Street part of the proposed TRO should be removed from the scheme because both loading bays were required at their current size. Carried.
4f. The Clerk and the Ward Member will notify the Highway Authority of these decisions.
- Proposed by Cllr. Gann, Seconded by Cllr.Morgan that the minutes of the meeting held on 21 February 2019 be accepted. Carried.
- The Clerk reported that:
- £5,500 was received from the Mevagissey Bay Association towards the cost of operating the public conveniences;
- The Mevagissey Bowls Club had emailed to thank the Council for the grant paid last month;
- He had forwarded to all members details of the Community Network Area SOS funding scheme, but no suitable proposals had been identified.
- The Ward Member presented his report including that:
- Planning Enforcement officers were now sharing case details with Cornwall Councillors on request, conditional on those details not being forwarded to Parish Councillors or the public;
- He, with the Community Action Group (CAG), had re-laid the path between Pentillie Way and the coast path and worked on other paths in that area, in the process uncovering an historic drainage pipe which should alleviate drainage issues. Thanks to volunteers and B&Q for materials;
- A Harbour Clean has been arranged for Tuesday 9th April. Meet on the Jetty at 2pm;
- He is consulting on the placement of dog fouling signs which he has acquired;
- Cornwall Council’s consultation on the Community Network Traffic Regulation Order is live from 13th March to 2nd April. He has asked that the School Hill proposal be amended in line with this Council’s original proposal;
- He is in discussion with Cormac and residents regarding maintenance of the gardens on Battery Terrace.

Proposed by Cllr. Facey, Seconded by Cllr. Shephard that the Council supports the application, citing NDP Policy EE1 (Support for fishing and marine industries). . Carried.
8c, PA19/01872 : Alteratons and rear extension with new roof for use as first floor bedrooms. Lamorak Tregoney Hill Mevagissey St Austell Cornwall PL26 6RF
Proposed by Cllr. Facey, Seconded by Cllr. Shephard that the Council supports the application. Carried.
8d. PA19/00496/PREAPP : Pre-application advice for redevelopment of the former Spa Hotel to provide up to 24 residential units. Spa Hotel Polkirt Mevagissey Cornwall (Not a consultation). Noted.
8e. The following planning application decisions have been received (included for information only):

PA19/00337 : Certificate of lawfulness for existing use to confirm works have commenced on site in relation to Decision Notice PA15/01969: Demolition of existing bungalow and construction of new dwelling. Tresleigh Polkirt Hill GRANTED

8f. Proposed by Cllr. Gann, Seconded by Cllr. Morgan that the Council will write to the Local Planning Authority (LPA) to ensure that compliance to the conditions attached to the approval of PA18/10377 is enforced under the new planning regime. Carried.
8g. To review recent planning enforcement decisions:
EN19/00232 : Alleged erection of a timber framed outbuilding. Longpoint, Chapel Point Lane, Portmellon.
The Enforcement Officer had decided that the harm caused by the development is insufficient to justify taking further action.
EN19/00186 : Alleged construction intruding into the Paddock at the Steep House site. The Enforcement Officer has confirmed a planning breach and is considering the expediency of formal action. Proposed by Cllr. Gann, Seconded by Cllr. Shephard that the land owner be invited to address the Council on her intentions in light of her previous presentation at the January 2018 meeting when she declared her intention of keeping the Council engaged throughout the process. Carried.
8h. Cllr. Gann queried the validity of the proposed highway scheme which had been provided for PA18/09651 (Residential development comprising 26 units on land at Vicarage Hill), of which the Council had not been made aware. It was noted that there had been no co-operation from the applicant or liaison from the LPA for the last 6 months. Proposed by Cllr. Shephard, Seconded by Cllr. Morgan that the Council will write to the LPA asking for an update on the status of the application, and also stating that the proposed access to the site is from a road incapable of supporting additional traffic and that, should the LPA be considering approval, the access should be moved to the mini-roundabout. Carried.

It was noted that the contribution from the Mevagissey Bay Association had been added to the accounts.
Proposed by Cllr. Shephard, Seconded by Cllr. Facey that the accounts be accepted and the bills paid. Carried.
- Cllr. Gann had nothing further to report on the proposed Community Land Trust.
- Cllr. Facey reported that the replacement of the Wallgate units with hand basins in the public conveniences (PC) would be phased throughout the coming months, following receipt of quotes. The West Wharf PC would be fully open from 1st April.
- Cllr. Morgan reported on progress with the sourcing, funding and siting of the proposed 24/7 defibrillator.
- It was agreed that no change to local polling arrangements was required under the Polling Districts and Polling Places Review.
- Cllr. Facey summarised the sad tale of one Ronald Crunden RN, whose body had been washed up on a local beach during the Second World War and interred in a Commonwealth War Grave in the old cemetery, but whose name was not inscribed on any War Memorial. A request has been made for the addition of his name to the Portsmouth Naval Memorial, and an outcome is awaited.
- Cllr. Roberts provided an update from the last Community Network Panel meeting, including a summary of the Community Governance Review presentation.
- Cllr. Simpson highlighted the issue of ‘party houses’ facilitated primarily via the ‘Airbnb’ network which were causing problems elsewhere in the country but which may arrive locally. Noted.
- The Council considered a request for support from the Mevagissey Community Dance Company, and a representative will be invited to address the Council at the April meeting.
- Proposed by Cllr. Facey, Seconded by Cllr. Morgan that a grant of £350 be made to ‘Little Nippers’ (Mevagissey Pre-School) towards the cost of replacing the climbing / play tower. Carried.
- The meeting ended at 9.25pm. Date of next meeting: 18 April 2019.
