St Just in Roseland Parish Council Minutes – January 2020

Minutes of the Meeting of St Just in Roseland Parish Council held in the Millennium Rooms,
St Mawes on Monday 6th January 2020. The meeting commenced at 7.00pm.

Councillors Present: R Giles (Chairman), H. Aston, A. Chantrill, P Farmiloe, S Goldsmith, R. Hall, B Sadler, P. Salter, P Teague, K Warren and C Williams.

Also present: H. Couch (Clerk), J.Masters (Assistant Clerk), Julian German CC and 5 members of the public

Three representatives from the St Mawes Recreational Ground gave background information and requested urgent action regarding the ownership of the Recreational Ground. A detailed debate took place and the Clerk updated that this issue was currently at the Solicitors awaiting information.

Cllr Warren proposed “ Subject to the advice of the Parish Council’s Solicitors’ being received; if the Parish Council do not own the land subject to the Conveyance documents of 1966 and 1967 that liaison should take place with St Mawes Recreational Ground Management Committee to ensure the correct registration of the land with the Land Registry takes place”.

Seconded by Cllr Williams.

Voting – 9 for, 2 abstained. Motion carried.

  1. Confirmation of the minutes of the Parish Council Meeting held on Monday 2nd December 2019.

The Council RESOLVED, by a show of hands by those who had attended the said meeting, that the minutes of the 2nd December 2019 meeting be approved. All in favour and they were duly signed by the Chairman.

  • Cllr Williams – Pomeroys – A background update was given on the current position. Cllr Williams was thanked for all her efforts and it was hoped that the future would be brighter.

  • PA19/08811 – Barn North East of Messack House, St Just In Roseland, TR1 5JL – Agree to disagree. We feel going to committee at this stage may not be helpful but we are unhappy with giving any opinion as this is an area of outstanding natural beauty and the permission in principle would confirm a house could be built there and that’s what we object to. It’s irrelevant what it will look like – it’s the location that is the issue.

EN18/02140 – Land South of Penrill, St Just in Roseland – Clerk and Cllr German to chase enforcement for an answer as this case was raised over 18 months ago and is still outstanding.

It was requested that if a new planning application for a planting scheme is not submitted within a month, enforcement should be considered for Lowen Meadow.

  1. d) Residents request for support from Parish Council

Correspondence from the resident has been forwarded to all Councillors before the meeting as previously agreed. The Clerk has obtained advice from CALC, which was read out and this information will be circulated with the minutes.

  1. e) Other

It was requested that CIL (Community Infrastructure Levy) should be discussed at the next Finance Meeting.

Approval of the payments of accounts was proposed by Cllr Williams and seconded by Cllr Sadler. All in favour by a show of hands.  RESOLVED by the Council.

Clerk updated that although previous correspondence had been received stating that Public Conveniences may have no business rates relief there is now a delay in this decision from Government.

  1. d) To consider any grant applications received

In recognition of Carols in the Castle, the following donations were proposed by Cllr Warren.

  • £250.00 St Anthony Noyse, with an offer of free use of Millennium Rooms for a couple of sessions to try and promote more members
  • £100.00 St Mawes School
  • £50.00 Du Hag Owr

Seconded Cllr Williams. All in favour by a show of hands. RESOLVED by the Council.

  1. Highways

Traffic Regulation Orders were discussed, as there is an opportunity to be part of the Truro and Roseland Community Network Order that is being worked on. Several places were discussed, and it was agreed for the Clerk to investigate these.

  • Continue up Trelawney Road to Larkfied Rise – Double Yellow Lines
  • Waiting area outside of The Tresanton – 15-30 Minutes waiting

Cllr Farmiloe asked for the Clerk to investigate further a letter from Cormac regarding Public Footpath 20 at Bohella Road.

The Clerk was requested to continue updating residents about the work being done in Grove Hill, through Facebook and other forms of communication.

  1. Environment

Next Meeting scheduled for 13rd January 2020 at 2.30pm.

Clerk updated about the removal of the Recycling Banks in both our car parks, this will be a future agenda item.
