Minutes of the Parish Council Meeting held at the Mevagissey Activity Centre
On Thursday 21 February 2019 at 7pm.
Present: Cllrs. M Roberts (Chairman), T Barron, J Blackmore, J Daniel, M Facey, N Florence, J Gann, J Morgan, J Whatty.
In Attendance P Howson (Clerk), 6 members of the public.

- Apologies were received from Cllrs. K Robinson, P Simpson, G Shephard and J Mustoe (CC).
- There were no Declarations of Interest or Gifts.
- Public participation. Peter Hedger, on behalf of the residents of Pentillie, expressed thanks to the Parish Council and the Ward Member for their ongoing support in opposing the development of the green space at the heart of Pentillie, and to the Neighbourhood Development Plan Steering Group in ensuring that this space remained protected.
- Proposed by Cllr. Florence, Seconded by Cllr. Daniel that the minutes of the meeting held on 24 January be accepted. Carried.
- The Clerk reported that:
- The police website shows 10 crimes reported in December as follows: 5 x violence and sexual offences (unable to prosecute suspects in School Hill and Penwarne Lane, under investigation in Chapel St, River St and Fore St); 2 x anti-social behaviour (in Beach Rd and Fore St); 1 x public order (under investigation in Valley Rd recreation area); 1 x drugs (under investigation in The Cliff); 1 x other theft (under investigation in Fore St);
- A summary of all crime reported last year was circulated to members;
- The village map has been added to the Council’s website for public benefit;
- The Highway Authority (CC) has confirmed that the double yellow lines at Prospect Place apply all year round;
- A group of Councillors met the architect for planning application PA18/10377 (new dwelling on land at Nikaria) to discuss the Council’s reasons for objection;
- Cornwall Council (CC) have given advance notice of the 5-yearly Polling District and Polling Places Review. By law, CC must conduct a polling district and polling places review every five years. Their latest review is due now and must be completed by the end of January 2020. Next month they will consult with every town and parish council in Cornwall and invite comments on the suitability of polling stations and voting arrangements at elections in their area. The review will aim to ensure that voting arrangements for future elections suit the needs of the electors in each area.
- I wrote to CC regarding the condition of the cliff wall above East Wharf and have been informed that the Cormac Structures Team have identified a section at the top of the wall which poses some risk and which will be dealt with under the 1984 Building Act once ownership has been established;
- The Cornwall Community Flood Forum are running a free community resilience workshop jointly with CC and the Environment Agency at Chacewater Village Hall on Tuesday 19 March, 9.30 – 4.30. (Cllr. Facey undertook to advertise this on social media);
- There has been no interest in the casual vacancy for a Councillor;
- Because of a communication problem the Council would be invoiced by two separate companies for work carried out at West Wharf public conveniences (Proposed by Cllr. Barron, Seconded by Cllr.Daniel that both invoices be paid in full on the understanding that this was a genuine mistake on the part of the contractor. Carried).
- In the absence of the Ward Member, his report was read out by the Clerk, including that:
- The Community Network Highways Schemes designs have been signed off and will move to consultation in March as part of the Traffic Regulation Order process;
- He reported fly tipping incidents at Pentillie to Cornwall Council;
- In April he will be organising beach cleans and community tidy ups in the Harbour and at Portmellon and Colona beaches as part of the S.A.S. Spring Clean series;
- Cormac temporarily repaired the steps at Polstreath at the beginning of the month and are working on costings for a permanent fix;
- There is a temporary but 24 hour road closure on Tregoney Hill 18th to 22nd March just down from the Drive entrance to just before the first bend;
- He has submitted a letter objecting to the appeal lodged at 22 Portmellon Park;
- He reported encroaching hedgerows on Old Road and Cormac flailed them back earlier this month;
- The bollard in Wesley Court damaged by a traffic collision has been repaired.

7a. PA19/00337 : Certificate of lawfulness for existing use to confirm works have commenced on site in relation to Decision Notice PA15/01969: Demolition of existing bungalow and construction of new dwelling. Tresleigh Polkirt Hill Mevagissey St Austell Cornwall PL26 6UX. Noted.
7b. PA19/00596 : Construction of raised decking at the rear. 16 Penmeva View Mevagissey St Austell Cornwall PL26 6RB Proposed by Cllr. Florence, Seconded by Cllr. Facey that, in the absence of any public objections, the Council Supports the application. Carried.
7c, PA19/00155 : Listed Building Consent for internal alterations to ground floor. 28 Church Street Mevagissey St Austell Cornwall PL26 6SP Proposed by Cllr. Florence, Seconded by Cllr. Barron that the Council has no objection subject to the recommendations of the Conservation Officer. Carried.
7d. PA19/00100 : Proposed alterations to the Old Net Loft and associated improvements to the lower ground floor rear elevation of No.14 Polkirt Hill, together with Listed Building Consent PA19/00101. The Old Net Loft West Wharf Mevagissey PL26 6UJ It was noted that the Local Planning Authority (LPA) is unable to progress this application in its current form. Proposed by Cllr. Florence, Seconded by Cllr. Barron that the Council makes no comment and awaits further consultation by the LPA. Carried.
7e. PA19/00324/PREAPP : Pre-application advice for new bungalow built in garden. Sunrise Trevarth Mevagissey St Austell Cornwall PL26 6RX (included for information only). Noted.
7f. The following planning application decisions have been received (included for information only):
PA18/09538 : Retrospective Listed Building consent for the repair of a wall using materials similar to the original. 26 Polkirt Hill. WITHDRAWN
PA18/09823 : Proposal for a replacement low-energy architect designed dwelling (decision PA17/11678) with variation of condition 6 to allow change of external wall finish. Former Seapoint House Hotel. APPROVED
7g. Cllr Roberts provided an update from the recent Planning Partnership workshop covering the making, using and revising of Neighbourhood Development Plans.

Proposed by Cllr. Barron, Seconded by Cllr. Florence that the accounts be accepted and bills paid. Carried.
- Cllr. Gann reported that progress towards the proposed Community Land Trust was dependent on the awaited outcome of Gilbert & Goode’s Vicarage Hill planning application.
- Cllr. Facey reported that the Wallgate units in the public conveniences are very old and costly to maintain. The unit in the Valley Road disabled facility is now inoperative and beyond repair, and will be replaced with a hand basin.
- Cllr. Blackmore reported that research into the victims of the 1849 cholera epidemic would be carried out in readiness for a presentation at the Mevagissey Museum in the Autumn, when the public will have the opportunity to choose an appropriate memorial and agree on a funding method.
- Cllr. Morgan reported that work was ongoing to identify a suitable outside location and funding for a defibrillator which would be accessible 24/7.
- Proposed by Cllr. Daniel, Seconded by Cllr. Barron that a grant of £500 be made to the Mevagissey Bowls Club towards the cost of an equipment shed. An Amendment Proposed by Cllr. Florence, Seconded by Cllr. Whatty that the grant should be reduced to £250 was Not Carried. The Substantive Motion was Carried.
- The Council considered a request for support from the Feast Week Committee. Because a grant has already been made in this financial year, the Committee will be invited to reapply at the May meeting.
- The meeting ended at 8.25pm. Date of next meeting: 21 March 2019.
