Minutes of the Parish Council Meeting held at the Mevagissey Activity Centre

On Thursday 20 December 2018 at 7pm.

 

Present              Cllrs. M Roberts (Chairman), T Barron, J Blackmore, J Daniel, M Facey, J Gann, H Nathan, G Shephard,

P Spencer, J Whatty.

 

In Attendance      Cllr. J Mustoe (Ward Member), Jo Harley and colleague (Gilbert & Goode), P Howson (Clerk), 2 members                        of the public.

1a.        Apologies were received from Cllrs. J Morgan, K Robinson and N Florence.

 

1b.        The Chairman welcomed Phil Simpson to his first meeting as a co-opted Councillor.

 

  1. There were no declarations of interest.

 

  1. Jo Harley of Gilbert and Goode (Ocean Housing) presented their plans for further ‘affordable’ development on Vicarage Hill (planning application PA18/09651) which would comprise 18 units for rent and 8 for shared      ownership; and answered questions put by Councillors.

 

  1. Public participation. None.

 

  1. Proposed by Cllr. Whatty, Seconded by Cllr. Gann that the minutes of the meeting held on 22 November be accepted.                                                                         Carried.

6a.        The Clerk reported that:

  • The police website shows 4 crimes reported in October as follows: 3 x violence and sexual offences (under investigation in Beach Road and Penmeva View; and investigation complete but no suspect identified in Lavorrick Orchards); 1 x criminal damage and arson (under investigation in Chapel Street);
  • A donation of £25 towards the operation of the public conveniences was received from Mevagissey Male Choir with thanks to Cllr. Facey for providing space for their trailer until next Easter;
  • Following discussions with Highways, the car park indicator sign on Valley Road will remain in place;
  • The Local Government Boundary Commission has published the final recommendations arising from the electoral review of Cornwall. Subject to parliamentary approval, Mevagissey will become part of a new Mevagissey and St Austell Bay Division at the elections in May 2021;
  • The four salt bins which were not on Cormac’s list for servicing (1 in Market Square and 3 on Cliff Street) have now been filled, and subsequently Highways has agreed to add these to their list for future servicing;
  • A ‘5-day protocol’ letter has been received for PA18/10377 (Land South Of Nikaria, Cliff Street). See Minute 8c.

 

  1. The Ward Member presented his report, including that:
  • He has reported a number of defective street lights on School Hill;
  • Higher Well Park and part of Church Lane and Church Street have been resurfaced;
  • The Portmellon landslip should be cleared and the road re-opened by 20 December;
  • He thanked all who had organised the festive events and services he had attended;
  • He and the Community Action Group, including Cllr Blackmore, painted Catchpole’s Shelter on Battery Park at the end of November, and he thanked all who helped;
  • The results of the Boundary Review are now in and when the time comes he will be seeking re-election for the new Mevagissey and St Austell Bay Division;
  • He thanked Councillors and Clerk for all their hard work over the year and wished everyone a Merry Christmas and a Happy and Prosperous New Year.

  1. To consider Planning Applications.

 

8a.        PA18/09651 : Residential development comprising 26 units. Land At Vicarage Hill Mevagissey.

Proposed by Cllr. Gann, Seconded by Cllr. Facey that the Council OBJECTS to the application because it constitutes a major development within the AONB, outside of the development area, and the scale of development and concentration of buildings would cause unacceptable harm to the character of this end of the village; and with the absence of any natural screening to the northern boundary of the site the proposed development would be entirely visible from the northern approach along Old Road. There are secondary concerns about the increased pressure of traffic on Vicarage Hill, and the prospect of widening it to relieve this pressure with a resulting loss of 90m of historic Cornish hedge; and the exacerbation of existing water run-off issues and increased risk of flooding further down Vicarage Hill.                                                                                                                      Carried.

 

8b.        PA18/11012 : Change of use of managers accommodation to unfettered dwelling without complying with condition 5 (principle home occupancy restriction) of decision PA18/04406 dated 04.10.2018. Trevalsa Court Hotel School Hill Mevagissey St Austell Cornwall PL26 6TH.

Proposed by Cllr. Facey, Seconded by Cllr. Barron that the Council OBJECTS to this application because the property, having recently undergone a change of use from hotel manager’s accommodation to unfettered dwelling, is subject to Mevagissey NDP Policy HO1 and a restriction to ensure its occupancy as a Principal Residence.  Carried.

 

8c.        Consideration was given to the ‘5 day protocol’ letter received from the LPA with regard to PA18/10377 (subdivision of existing site and the construction of a 2 bedroom dwelling on land south of Nikaria, Cliff Street). Proposed by Cllr. Facey, Seconded by Cllr. Shephard that the Council maintains its objection to the application and that the Ward Member should be asked to call it in to committee for a decision.                                               Carried.

Cllr. Shephard will represent the Council at the committee meeting.

 

8d.        The following planning decisions have been received (included for information only):

PA18/09605 : Replacement of car port with utility room. St Michaels School Hill.                    APPROVED

PA18/03040 : Reduction in roof height level enabled by the removal of the small pitch roof on the front elevation,   addition of external wall insulation including Larch cladding to first floor external walls and various other alterations.        Curlews Penwarne Lane.                                                  APPEAL AGAINST REFUSAL DISMISSED

PA17/05503 : Alterations and extension to form living space and utility room. The Harbour House, The Cliff.

Proposed by Cllr. Barron, Seconded by Cllr. Facey that the accounts be accepted and bills paid.               Carried.

 

  1. Proposed by Cllr. Facey, Seconded by Cllr. Whatty that the changes to Standing Orders recommended by the Clerk should be implemented in their entirety and presented for adoption at the next meeting.                         Carried.

 

  1. Cllr. Gann provided an update on progress towards the establishment of a Community Land Trust.

 

  1. Cllr. Facey reported that Gary Farr had repainted the walls of the Valley Road public conveniences to smarten them up and cover graffiti.

 

  1. To receive an update on the proposal to provide a defibrillator at an outside location accessible 24/7.

Cllr. Morgan is away and this item is deferred until her return.

  1. Cllr. Blackmore reported that she has been authorised by St Peter’s PCC to progress in collaboration with Jeremy Roberts the provision of a memorial to mark the mass graves of the 1849 cholera victims.

 

  1. Proposed by Cllr. Facey, Seconded by Cllr. Whatty that a donation of £200 be made to the organisers of the ‘Mevagisseymas’ Christmas events in the village.                                                             Carried.

 

  1. Proposed by Cllr. Gann, Seconded by Cllr. Shephard that the Clerk should write to CC Planning Enforcement to propose a joint approach to improving the effectiveness of enforcement actions.                                     Carried.

 

  1. Cllr Shephard reported that he had been invited to the 3rd January meeting of St Goran Parish Council to speak about Neighbourhood Planning.

 

  1. The Chairman wished all members a Happy Christmas and the meeting ended at 9.10pm.

Date of next meeting: 24 January 2019.
